Bug#665015: python-sleekxmpp: New upstream version

Hi Jonas, hi Geoff,

I would like to move sleekxmpp into the tender hands of DPMT and
update it to the latest upstream 1.3.1. This would include
migration from gpb to git-dpm and from CDBS to dh.

Would this be OK? TIA!
