While /etc/alsa.conf may not make sense because it is a "default configuration", now stuff like pulseaudio jumped into the fray and now configures pulseaudio automaticall to fire up whenever you talk to alsa, through /usr/share/alsa/alsa.conf.d/*.conf files.
If i want pulseaudio installed, but want to turn that freaking thing off, it's basically impossible because the changes will be overwritten on upgrade. Similarly, it's impossible to change the default alsa config that way. Config files belong to /etc, i believe this is a pretty clear Policy we have, no?
