It's probably so that libpng16-dev can be "Multi-Arch: same", which is very
useful when cross-compiling: it becomes possible to install for example
libpng16-dev:amd64 and libpng16-dev:armhf simultaneously, which isn't the
case when libpng-config is part of the binary package.
