Observed exactly the same problem.
 
I am running jessie for amd64 on a quad core 64 bit machine. All installed
packets have the current (13rd of January 2016) version of the official debian
repos.
 
As soon as I remove the passphrase from my keyring, reprepro does what needs to
be done. As soon as I set the passphrase again, reprepro fails with the same
error, not aksing for a password.
 
The ask-passpharase is set in conf/options. Even the command line option
---ask-passphrase doesn't make reprepro asking for the password :-(
 
I think either there is a bug in the source of reprepro or something isn't
installed on my machine (not my daily development machine), that needs to be
installed for this feature to work (aka missing dependency in the reprepro
packet).
 
If someone needs more detailed information, feel free to ask.
