Well, it is certainly a bug even if it's not going to be fixed. If there had been an open bug stating it's a known issue, that would have saved me a little work to investigate and file this one. So I think I'd prefer that, but I don't really mind much. 'upstream wontfix' would be fine by me. An alternative would be to close this by documenting the issue in debian/README.source, which "may also include any other information that would be helpful to someone modifying the source package" (policy 4.14).
