At the moment we have no solution for "downloading the whole internet" to get a Symfony development environment running. If you'Re developing Symfony applications, you're kind of forced to use composer. We simply saw no use case for this, especially since the package php-symfony-framework-bundle kind of does this already. But we might reconsider this in future.
