Are you planning to update bibclean sooner or later?
I tried to upload a newer version of bibclean, but failed to apply the current patches.
For example upstream puts the config file in $(bindir)/.bibcleanrc and the Debian version is looking in $(datadir)/bibcleanrc and /etc/bibcleanrc. Another set of patches is needed for using /usr/bin/less instead of the internal biblcean pager. All in all this seems to be a lot of work, that I can not accomplish at the moment.
I can offer you that we take over the package into the debian-tex-maint group and I will care for it
So, I won't mind if you take over the package and put it into the debian-tex-maint group ...
