I recently needed to produce some plots in a headless environment (using the
agg backend), but realized that the current dependencies are quite hefty.

Not too unexpected, but by looking carefully I noticed that python3-matplotlib
is already *much* better than python-matplotlib in this regard. It still
depends on libtcl8.6/libtk8.6 though, which will pull x11 as a result.

Is this dependency strictly necessary for matplotlib to work with the agg
backend? Is it possible, maybe through some work, to demote it to a recommends?
