the debian freeradius package does not use the init script for debian that is provided in the original tarball (in the "debian" subdirectory). Instead, it replaces the script with its own version. The script provided by upstream has the important functions "configtest|testconfig", "debug" and "status" that the other script is lacking. Please replace the inferior debian script with the one provided by upstream.
