Reopening, as the bug still exists. I stated in the original bug that I restarted pulseaudio to work around the problem; that I had to do so to get audio working again simply confirms the problem. The bug was "Upgrade causes pulseaudio to fail until restarted". Upgrading should not break a running system. As far as I can tell, upgrading ALSA broke the running instance of pulseaudio. That suggests some compatibility issue between the old and new versions. If no better way can be found to solve the problem, then at the very least this would need a warning to restart services depending on ALSA, such as pulseaudio. But ideally whatever caused the breakage should be fixed instead.
