The output of needrestart indeed did look very suspicious. It seems
that needrestart 2.3 - 2.5 did not report processes using obsolete
mapped files any more. Those processes being reported were detected
due to the interpreters heuristic. Looking at the code I've found a
dumb commit by myself which had killed the parsing of /proc/$PID/maps
completly :-/

Since needrestart did still report some process due to perl or python
updates the bug was not that obvious (to me).

This issue has been fixed upstream and I've released needrestart
2.6. Hopefully Patrick is going to upload it ASAP.
