Ok, I've never used DHCPv6 myself, and trying to Google for others with
similar problems to yours, it appears that it is in fact normal that the
DHCPv6 server doesn't give any route information, and that this is
instead always conveyed using route advertisement messages. So there is
nothing wrong with your setup, just that you need to set accept_ra to 2
because you have forwarding enabled.
