I am about to upload OpenStack Heat version 1:6.0.0~b3-1. This version needs paramiko >= 1.16.0 for running its unit tests. Probably some other OpenStack package will also require this version of paramiko (I will discover as I do the next OpenStack release). Please package a newer version of Paramiko ASAP.
