Hello Craig Small! Since the upload of init-system-helpers 1.29 it's now practically possible to drop the initscripts dependency for packages which only previously needed it because of LSB header declaration.
I've just uploaded util-linux without an initscripts dependency myself which now makes procps the only package depending on initscripts in a regular sid debootstrap. Please note that when dropping initscripts dependency you should also make sure that init-system-helpers are guaranteed to be updated to >= 1.29~ or your maintainer script call to update-rc.d could fail. The easiest way to accomplish this is to simply depend on init-system-helpers (>= 1.29~). Regards, Andreas Henriksson
