Maybe this is only new since 1.2, not sure. Yet we should make sure installing chan-capi without CAPI running on your system does not break the asterisk installation then. Can you do that? Yes, that should be used. It might be due to some historical postinst problems configuring asterisk-chan-capi before asterisk, but off the bat I don't recall for sure.
