Hi,

the recent util-linux upload introduced a Conflicts/Pre-Depends loop:

(minimized from a full jessie->stretch/sid distupgrade of a minimal chroot)

# apt-get install util-linux init-system-helpers sysvinit-utils
Reading package lists... Done

The following packages will be REMOVED:
  libslang2
The following NEW packages will be installed:
  init-system-helpers
The following packages will be upgraded:
  sysvinit-utils util-linux
2 upgraded, 1 newly installed, 1 to remove and 128 not upgraded.
Need to get 0 B/1003 kB of archives.
After this operation, 1008 kB disk space will be freed.
Do you want to continue? [Y/n]
E: This installation run will require temporarily removing the essential
package sysvinit-utils:amd64 due to a Conflicts/Pre-Depends loop. This is often
bad, but if you really want to do it, activate the APT::Force-LoopBreak option.
E: Internal Error, Could not early remove sysvinit-utils:amd64 (2)
