basically this bug can be closed, problem lies in the systemd, i'm thinking about filing new bug report against systemd.
https://github.com/systemd/systemd/issues/2607 basically put, changing multi-user to graphical or vice versa (using "systemctl isolate graphical.target"), systemd kills and start processes which affect networking and other things.
