I think it is okay, as long as the Build-Depends: libusb-1.0-0-dev doesn't have any version constraints. There is an example here: https://qa.debian.org/dose/debcheck/src_unstable_main/1459141202/packages/garmin-forerunner-tools.html#476ee054ce6ed51dee2fc4df39825749 where libusb-1.0-0-dev (>= 1.0.9) is not satisfied by the "Provides". apcupsd doesn't do that so should be fine, I think.
