I think it is okay, as long as the Build-Depends: libusb-1.0-0-dev
doesn't have any version constraints.

where libusb-1.0-0-dev (>= 1.0.9) is not satisfied by the "Provides".
apcupsd doesn't do that so should be fine, I think.
