Package: znc-tcl

Dear Maintainer,

Currently, libznc has a dependency against libtcl8.5.

As far as znc is concerned: 
  - TCL 8.6 support in modtcl.cpp has been added in 2010
  - there is no B/C compatiblity issues in TCL script
  - some TCL can't be used in 8.6 as they use {*} expansion

I've checked the release calendar of TCL 8.6:
  - June 25, 2008 in alpha, December 23, 2008 in beta
  - a long period of incubation to polish the new version
  - December 20, 2012 the first stable version release

Thse elements led me think it would be valuable for the znc-tcl package
on Sid to use libtcl8.6.
