It turns out debian-cd can list both btrfs-tools and btrfs-progs to handle the transition, however long it takes. #820479 (debian-cd) is now marked pending, and #820483 (partman-btrfs) depends on this rename being uploaded to unstable. Because Christian Perrier tells me staging in experimental isn't feasible, "the installer and its components doesn't make good use of experimental," (#820483, 9 April 2016) I've reuploaded a btrfs-progs package to debian-mentors that targets unstable instead.
