The only reason for this is to allow building packages for older distros
from same sources. Indeed the current solution is not really working
well, but I haven't found better. For example it doesn't prevent user
installing php5-mysql together with php7.0-cgi, what really doesn't lead
to working setup in current sid where both PHP versions are available.
