Do you have another desktop environment (e.g. xfce) you can try?

Since gnome-shell is the registered "secret agent" for NetworkManager
when working in a Gnome desktop environment, this still sounds like a
gnome-shell bug.

In fact it sounds like https://bugzilla.gnome.org/show_bug.cgi?id=760999

If you don't have a different desktop environment, can you try upgrading
to gnome-shell 3.20 from unstable? That may be what fixed the issue for
me, and I am unable to downgrade to verify that now.
