You are enabeling inverted scrolling through Xfce's Settings > Mouse and Touchpad, the "Reverse Scroll Direction" option? Is it only Evince that doesn't work, or do other GTK3 apps also not work, such as gedit (Text Editor), Font Viewer, Gnome Terminal, etc?
