PHP bindings have been disabled in 3.1p1-4.
This bug is used to track the php7 support in swig (to reenable the bindings
in owfs)
Currently, Debian do not support php5 anymore and swig does not support php7
yet.
Note that PHP users can still use the ownet PHP library to interface
their PHP code with an owserver.
