Problem identified and fixed.

Test suite assumed it was always running as non-root.  When root, 
you can do what you like with the filesystem, so access permissions 
tests were failing.

I released tldp-0.7.13 (since I adjusted the test suite).

I uploaded to mentors.debian.org.
