libsoup has changed to automatic debug packages. See https://wiki.debian.org/AutomaticDebugPackages for more information. To find the new *-dbgsym packages you can add a line like this to /etc/apt/sources.list: deb http://ftp.us.debian.org/debian unstable main contrib non-free or download from http://snapshot.debian.org/ . I think for now it's only for the unstable and experimental dists.
