libaspell15 recommends aspell dictionary.

I believe that is wrong, and that instead the library should only
suggest a dictionary: Recommending is for relationships relevant for
_most_ users - and linking against libaspell15 do not imply it being
used a lot.  A suggestion by the library can be strengthened by the
consuming application declaring a recommendation, but the opposite is
not possible - library recommendation cannot be weakened by a
consuming application declaring a suggestion (that is simply ignored).

Any application linking against libenchant effectively pulls in
aspell-en, no matter if aspell support is considered an exotic fringe
feature of said application.

Please make it easier to mix and match, by leaving it to consuming
applications to choose eventual strong relationship with dictionaries.
