I've just tried to dist-upgrade (for testing purposes) a pretty minimal Jessie image to Stretch. This upgrade wanted to install an additional 600MB of packages. I tracked this down to a newly added Recommends texlive-fonts-recommended in texinfo. texinfo is basically installed on every system here, so I will get this on every system I'll upgrade, even headless servers. Please consider dropping that recommends or demoting it to suggests.
