It's good that python includes distutils by default these days, but the
bdist_wininst needs an additional file from the -dev package (this likely
affects python2.3 just as well)

Sample output:

$ python2.4 setup.py bdist_wininst
running bdist_wininst
running build
running build_py
running build_scripts
installing to build/bdist.linux-i686/wininst
error: invalid Python installation: unable to open
/usr/lib/python2.4/config/Makefile (No such file or directory)
$
