Running Metacity 2.12.2 in Unstable here. Windows seem to try to open under the mouse pointer when they can. Sometimes, a program such as BMP will remember it's last location on the desktop and open there. For the vast majority though, it seems that programs will open up either under the mouse pointer or at least on the same screen.
