No, it does not. /dev/.static/dev/ is your underlying /dev directory.
I find hard to believe that udevtest says that nodes will be created but
udevd then does not.

I understand, but You have to belive that udev doesn't create that nodes in /dev/ :) I have to copy them manually to make the card work

Maybe the fact that there is no DEVNAME entry for em8300-0 in /dev/hotplug.log will be of some use.
