In /etc/X11/Xsession.d/01gtk3-nocsd, there's the following comment
about GTK_CSD:

# If this setting is left unset, it will default to 0 (CSD disabled)
# unless GTK3_NOCSD_IGNORE is set to 1, in which case it will remain
# unset. (With gtk defaulting to showing CSDs.)

"in which case it will remain unset" is unclear. Perhaps add a
reference to 51gtk3-nocsd-detect, where the default to 0 (except
on GNOME desktops) actually occurs.
