Does tor still refuse to start?
You're running which version of the Tor package now?
What does "journalctl -f" show, while you try 'service tor restart'?
Which systemd version?
What is your kernel version?
Can you share your torrc?
If it's not a standard debian kernel, can you share your kernel config?
