Could this be your problem?
If so you can probably reproduce the problem if you start konqueror in a
non KDE environment, say fluxbox, where non of the KDED services are
running.

Hmm, I only got this problem with kdesvn 0.7.1. If you look in the
kcontrolcenter at KDE Components->Service Manger->Startup Services you
should find a kdesvnd subversion module entry. My guess is, that if you
install kdesvn during a running KDE session, the kdesvnd KDED service is
not started yet (as it is set as a startup service). The first time you
right click in konqueror the KDED connection fails and kdesvnd should be
started (at least, this is what happens on my machine, I even don't get
an error message, just no entries in the context menus, on the second
right click the subversion context menu is there). If you logout/login
and on subsequent logins the problem should be gone completely.

Please take a look at
/usr/share/apps/konqueror/servicemenus/kdesvn_subversion*desktop.
If you comment out  X-KDE-Priority=TopLevel, the Export/Checkout but
unfortunately also the Update/Commit menu entries for svn directories
are moved to the Actions submenu.
If you want to have Update/Commit for svn directories in the toplevel
menu, Export/Checkout in Actions for non svn directories and a
Action->Subversion menu entry for svn directories we would need 3
desktop files, and three get*ActionMenu calls. This would a little bit
more work but I will discuss it with upstream.
