When the local layout is non-English, capital letters (and also "Shift-" keys) come out lower-case (or "without Shift").

Example:

- I connect to a Debian Jessie machine running x11vnc over MATE (I've also tried x11vnc on LMDE2 with Cinnamon) using Remmina on Debian Jessie or TightVNC on Windows. Both local and remote layouts are english by default. Everything is fine at this point.

- I press Alt+Shift to change layouts. This changes both local and remote layouts (to Russian, in my case, but I assume it would be the same with any non-English layout). Now, all upper-case that I type come out lower-case, and if I try to type '!' , I get '1' on the other side.

- If I change the remote layout by clicking it with my mouse, but leave my local layout non-English, the problem persists. However, if I change my local layout back to English, then the problem is gone, whichever layout there is on the remote side.
