The section “libs” is for packages that install machine-code libraries for programs to link with. Its packages almost never install higher-level language libraries. The package ‘vpim’ installs primarily a Ruby library, of interest specifically to Ruby programmers. It should not be in the “libs” section. By the section descriptions, this package belongs in section “ruby”. Please set the field “Section” appropriately on this package. Since the package is already in Debian with a different section, you will also need to submit a request to override the existing section <URL:https://www.debian.org/doc/manuals/developers-reference/ch05.en.html#override-file>.
