Hi, upstream MATE dev here.
MATE 1.14 in Testing and Unstable is built with GTK+3, and GTK+3 build of Pluma has no support for Python plugins due to the old plugin system used there. We'll probably port the libpeas-based plugin system from gedit and then adapt all the plugins to it. This should make Python support work again.
