Nvidia ships vulkan driver bundled into GLX driver, so, the package just needs to bundle nvidia_icd.json and copy it to /usr/share/vulkan/icd.d (BTW that folder didn't existed on my side, so make sure you create it first) and make sure it depends on libvulkan1. It can also recommends vulkan-utils which can be used to check it the vulkan installation is ok (i.e. $ vulkaninfo should print lots of into about the driver, it's similar with glxinfo).
