I revamped the way that this was being handled completely, so it at
least fixed the archive changes. It's also currently looking at
experimental.

I've also checked 

https://bugs.debian.org/cgi-bin/pkgreport.cgi?maint=

and all of the bugs I've looked at there are from packages which have
been removed from Debian.

That said, there is apparently some trouble which happens during bug
submission which leads to unknown-package@ being mailed. I'll be
checking that out shortly.
