you're missing the cpufreq driver for your cpu. That's exactely what
cpufreq-info says.

I assume this is a _cpufrequtils_ wishlist bug, not cpufreqd.

and?? it's known, throttling the cpu (no voltage scaling) doesn't
save energy.
