My answer was cryptic. Let's recap: As seclib >=2 is not available thru PEAR, this dep should be removed from package.xml. When the package is available thru composer instead, upstream ships it under a bundle directory. Upstream will guide you once you've sent the minimal pull-request (i.e with stripped package.xml + patches php files).
