Correct: You need no formal membership of Debian to contribute. At a minimum you can propose patches by email. Slightly easier (for us to handle, but slightly more cumbersome for you) is if those emails are bugreports that you file. Most convenient and fun - both for us and and you - is that you a) subscribe to our mailinglist and b) join our team by creating an account at Alioth and request membership to our Alioth group.
