   Only act on arguments once when parsing text for the -c/-f options

After this commit, the command

check-all-the-things -f=-network

no longer disables network access. :-(


I don't think there's a sane way to fix #826089 without bringing back distinction between topical groups and flags indicating potentially unwanted behavior. (I don't like the name "flags"; I'd call them "inhibitors" or something.)
