It happens if the database was once initialized with a locale that doesn't exist any more. Did you happen to remove the 'locales' package in your clean-up process? If so, please install it again. If you really want to run the postmaster in the default POSIX locale (which I do not recommend, but other people want it like that), then purge and reinstall postgresql, choose 'C' as locale and feed back the dump. BTW, the current etch/sid packages give a much more meaningful error message.
