I thought I purged it but since I remember deleting
/etc/postgresql-common at least at one time maybe my fault was a missing
"purge". Now I tried to reproduce it but failed so I guess everything
works as intended.

Great, thx. Imho shouldn't really make a differnece if there's an empty
user_clusters or none.
