Dear maintainers,

here's a bug description

 - start emacs from the command line to open a latex file

 - emacs menus 'Latex' and 'Command' are not empty

 - compile the tex file once withing emacs

Then, the menus 'Latex' and 'Command' are empty.

Several tex files were tested (and compiled with pdflatex, xetex, etc) and the
observed behaviour is similar.
No error seen in log files, nor in messages seen from the command line, nor in
the 'Buffer>Message' menu.

Starting emacs with
GDK_NATIVE_WINDOWS=1 emacs file.tex
(as seen from scrolling through solutions to older 2010 problems in emacs22) or
with
emacs --no-init-file
or removing all .emacs* files does not change the behavor nor solves the
problem


Package auctex (version 11.88-1.1) is also installed. The bug seems related
more to emacs (in its relation to GTK?) than to auctex, since the menus appear
to be non-empty at least once before compiling.

Besides, when starting emacs from "Alt+F2", "emacs", the menus 'Latex' and
'Command' are directly empty even before compiling tex file.
