retitle 690412 prosody: Reload TLS/SSL Certificates on SIGHUP

Hi,
part of getting this fixed is to get reload_modules like
functionality into the core of prosody. I asked on their
channel and got permission to file a bug. So I'm setting
this bug as forwarded for the time being.
I have also retitled to indicate, that SIGHUP handling is
enough for us for now.
And really, we ask for new features here, wishlist should
be fine.
Josh, I hope all of those changes are okay with you?
