This is because the initramfs hook copy the drm (and other kernel
modules) in that case, see /usr/share/initramfs-tools/hooks/plymouth:
copy_modules_dir kernel/drivers/gpu/drm mga r128 savage sis tdfx via
TBH I don't think this is a plymouth issue, if initramfs-update is not
copying the needed firmware in the initramfs it's either a bug there or
the firmwares are not placed on disk at the correct location
