I do not know the details about how BTS emails are forwarded to CC-ed addresses, and from the headers of the message refused at 163.com (see below) I cannot tell whether bugs.d.o or lists.d.o is responsible, since both participated in the transfer. But if Alexander is sure about it, this report should then be migrated there. (How should we do it?
