Since tetex-3.0 is now in unstable, I can reproduce this bug there.
Specifically, it's currently failing at:

ln -s ../bibtex.web jbibtex.web
tangle ./jbibtex.web jbibtex.ch
This is TANGLE, Version 4.5 (Web2C 7.5.4)
